Australia and New Zealand has a less open immigration than Canada. They are very strict about who they let in, normally its either people with a trade or someone who already has a job, e.g someone who travells between Australia and their home country but they need to spend several months at a time in both.

Canada uses a similar concept but its more lenient and flexible with its immigration laws.

Don't know about Australia and New Zealand but Canada never closed its doors for immigrants. Immigration proceedings are long because of a great number of applicants therefore creating an illusion of the door being closed. There are different classes of immigrants that have to meet different requirements.
