Just to add to the answers above:
There are certain breeds that do that for no reason, it's genetic. For example: Cavalier King Charles Spaniel.

It's one of two things! Either she has worms, or her anal glands are full and need to be emptied by a vet. The best thing to do, is to have her seen by a vet, have them test her stool for worms and if it's worms the vet will give the proper medication, to get rid of them. If it's her anal glands, he'll be able to empty them in the office. Don't wait too long, because the anal glands will become infected and very painful for the puppy. It's an easy, inexpensive procedure, to have done.

She could have worms, but I most likely think it's a problem of cleaning. Maybe she hasn't learnt to clean herself properly (my doggie did that a few times when she was very small because she couldn't clean herself very well). Try and clean her butt whenever she does that with a soft sponge and warm water, or a baby washing cloth.

If she keeps doing that after being clean, take her to the vet in case it is a problem with her anal glands.

It sounds like your puppy does have worms. Only a vet can identify this. They do this by examining a fresh stool sample.
If it isn't worms, she may have eaten something that irritated her bottom when she had a bowel movement. Sometimes anal glands can also be irritated.

That's a good sign of worms which is no big deal most pups have them one dose of medication will do the trick. The vet will check to see what type of worm it is and will tell you after the test. I f you don't want to spend the money for the vet fees try preparation H.And then if that don't work take her to the VET.

It could be. You don't say what kind of dog it is. Small breeds do that when their anal sacks need to be cleaned out. A large dog , could be worms or hemorrhoids.

it's probably because he has dried up poop in his butt. Nothing is wrong with him, my dog does the same thing. No big deal
