This happened to me when I was working at the U.S. Interest section in 1999 in Havana. I was wondering if there were other cases out there.....

Think - it wasn't a hungry person - a man came into the grounds of my security controlled "foreigners only" hotel and gave her strychnine. She died at the vet and was buried in the vet's garden. No one ate her...

Mardy - thanks for the lead. No, that wasn't me - that happened in Dec 2006. My dog died in 1999.

No, but my dad told me that when he was stationed there during the Korean war, before Castro, they had street vendors.
Who specialized in roast dog sticks.

Some of his buddies said Labrador day was best.

It was and remains a poor country.
so I would say no, not the government, just the hungry people. Same as before Castro.
