A solid subatance will have a density based on the weight and given volume of a pure sample. A glass marble would be an example. However if you had a barrell of marbles, the density of the whole bulk would be less because of the air spaces between them. If it was a fine material like sand, the moisture content could vary and so that bulk density would have to be stipulated when dry or at a given moisture content.
Loose is a non- specific term and may apply to material which can be compacted, like garbage or cotton. There are tables showing bulk densities for many materials. These densities are comonly used in manufacturing, agriculture, engineering and in shipping.

if base the answer from a formual that you may be using

dry loose bulk density would mean that the saturation of the soil sample would be zero and the void ratio will be maximum - meaning its loosest state
