Simple: "Just-Say-NO". And, if the other person doesn't get the message as plain and direct as it is, avoid his/her company at all cost. Let that person know you do not play games and that "No" means "No" by breaking all ties with him/her.
You shouldn't have to go through that with a person that is well balanced and mentally healthy.
