how are inmates kept safe when something like this happens? Does anyone care or just figure that if they did they crime this is their punishment?
Criminal or not, every human has the right to be safe.
So the question is this: what is state protocol during a natural disaster?

You can't keep someone safe from some catastrophes. In a situation like that it is every man for himself. If he tries to take advantage of the situation, the nervous guards are likely to kill him.

Even under ideal conditions, prison is probably the least safe place you could be. By that logic nobody would ever get locked up.

In that horrible, awful caastrophe there is nothing anyone can do. When danger hits, especially in the way that it did the fight or flight syndrome takes place. Its every man for himself. You are worrying about yourself, not the danger of escaped criminals, becuase like you said Criminals are people to and though they may have committed the ultimate crime, unless truely ill in the head, there main concern is getting to safety and away from teh danger. As all humans will do. I think in that moment such a disaster was unexpected therefore there is nothing to do but watch in horror as your entire democracy and world comes collapsing before you. Those criminals can be considered free or that entire area can be considered trapped. Criminals do have a right tobe safe, despite my belief that if you do the crime you do the time, I will not turn my head away from someone who is thirsty if I have water.

If the Natural Disaster does break the wall of the prison, there will be many unnatural disaster running around causing lethal damage.

I worked at a prison for a spell. Policy in Texas would be to help the injured, and if any of the other inmates tried to escape, they would be shot. It was shoot to kill when I worked there. I don't know if that policy still stands.

Personally, I feel that those who threaten the safety of others by actions which resulted in their own imprisonment, are a very low priority when it comes to protecting theirs. On the other hand, the 29 who remained behind while the others scrambled, should be commended.

Yup, I could care less. They did the crime let them perish with time.
It is to easy for them to get early release so they can do crimes again.
