Hi Mandy, What you are doing with your garden sounds great! When I finally get a garden I am going to do the same thing, using a Purrfect Fence system. What other people have said about cats going up, not down, sounds spot on. It is very unlikely that your cats will dig their way underneath the fence. I would put it a good 5 inches underneath the surface though, just to be safe. Also, letting the hedge grow through the fence is a great idea to hide the cat fencing. Just make sure that it doesn't grow high enough for your cat to use a a leverage to get over the top of the fence. Also be careful to check where the fence joins the house and if it runs close to trees or other high objects such as a shed. Make sure your cats can climb the fence and then use something nearby to push themselves over the top :-) xx Emmie

Yes.
Firstly most bury in the litter tray or wherever they go to the toilet. This is an instinct that comes from cats in the wild. Leaving a scent would attract larger cats and also warn prey that it was in the vicinity. For some reason scent marking is fine though, which appears to be a contradiction.
Cats will happily bury to get to something in the ground. One of ours like digging up roots in our houseplants, which have had to be careully selected so as not to poison him.
I'm sure there are more reasons but I don't know of any.

Yes they do. Haven't you watched your cat in his/her litter box? They don't dig as much as dogs do, but if there is something underground the cat wants...he'll dig it out (like rodents or bugs, all that good eating). Also, they cover their waste by digging up some dirt (or litter) to cover it. I hope this answered your question.

Cats dig to cover their urine or feces.
Cats dig to hunt for prey such as digging in a rabbit hole, snake hole, etc.
Cats dig into rough surfaces to sharpen their claws and to help the old nails to shed themselves.
Cats also sometimes pretend to dig (knead) their bedding before lying down. They do this to get comfy and sometimes its because they may be obsessive compulsive.

My cat loves to dig she digs up my potted plants she digs to cover up her stuff. She digs all the time. Maybe it is a breed thing yeah?

Absolutely,mine do if u put a blanket on the chair/sofa they will dig it before settling down on it. If we leave anything soft like clothing lying around the cats dig it,actually i think it's called kneeding but i call it digging

Yes, cats dig. They dig when they cover up their feces in the litter or outside in the yard. They make dig at carpet (more like scratching though).

yes, cats does dig holes sometimes if they go to bathroom and even like to dig deeper if they want to keep their bodies cooler when theyre out side. and even sometimes they do that if they hear something under the ground alike mouse, or those grophers rats to caught them. my cat and my friends cats does that all the time. but thats really normal for them .

I have seen them dig outside in dirt just as they do in a litter box. So, yes, I guess they do dig.
