i have a car and the name on the title is not mine..
the guy i bout it from is not in the state anymore and the title is not noterized
can i just keep it in his name and update the registration
can i take it to emissions?
can i take out new plates for it?
with all the papers still in his name or does the person on the title have to do all this?

The previous owner HAS to sign it...
I had the same issue, previous owner was in California and I had to drive down there to get his signature.

Go to they're web site/state agency should have web-site
some titles can be done like a repair one...
maybe azdot dot com...
