If you have the ingredients, you won't have to go to the store, otherwise sorry, no way around it unless you send someone else to the store for you.
2 cups all purpose flour
• 2 cups sugar
• 1/2 teaspoon baking powder
• 1 teaspoon salt
• 1 teaspoon baking soda
• 1/2 cup butter
• 3/4 cup water
• 2 large eggs
• 3/4 cup milk
• 1 teaspoon vanilla
• 4 ounces melted unsweetened baking chocolate
Preheat oven to 350 degrees. Line cupcake pans with paper liners.
Combine all ingredients into large mixing bowl. Mix at low speed for 30 seconds, and scrape bowl. Mix at high speed for 3 minutes.
Fill liners 1/2 to 2/3 full of batter. Bake 20 to 25 minutes or until toothpick inserted in center comes out clean.
Cool 10 minutes in pans then remove from pan, and place on wire racks to cool completely.
Frost when chocolate cupcakes are completely cool.

Find any chocolate cake recipe that you have the ingredients for. Prepare batter. Fill paper cup lined muffin tins 2/3 full. Bake for about 20 minutes. If toothpick comes out clean, they're done. Let cool for about 10 minutes, then turn out of muffin tins. Make your frosting - preferably a buttercream type if you have the ingredients. Frost cupcakes when cool. Enjoy!

Simplest way would be if you have a box of chocolate cake and make them into cupcakes ;)
If you have the ingredients in your house, you can make them from scratch.
Here are some links - you can go through them and some are simpler then others and find one that you have the ingreedients for

I would give you a recipe from my book... but it requires a bunch of stuff and I don't know what you have there...

Use a cake mix if you have it. Otherwise, if you have a store that delivers, order.
OR........TAKE A TAXI to the closest bakery, and "pretend" you made them. LOL
