Joseph was first. GOD was telling this story to Moses who wrote it in the book of Genesis. Also, if you carefully read the first few chapters of Exodus, it should answer your question also.

Chronologically, Joseph came before Moses. Joseph led the Israelites INTO Egypt. Moses led them OUT.

The story of Joseph is in Genesis and the story of moses is in Exodus. So Joseph comes first chronologically speaking.

Joseph was taken into Egypt and rose to power under the Pharoah. It was a few more generations of Pharoahs before Moses asked the Rameses II to let his people go....
