Is Microsoft Extraction Wizard the same as winzip and winrar?

I'm trying to unzip a file (default.xex) for a friend so he can update his xbox 360. If the extraction wizard is not the same as winzap or winrar, what will work and free?

If you have XP the Wizard should unzip and extract.

no winrar isn't the comparable as winzip.some downloads are rar records and a few are zips.i might propose winrar by using fact on an identical time as installation it is going to ask you in case you decide on it to place in zip records additionally.
