It has to do with the dew point, as well as the ambient air temperature.

Your breath has a lot of water in it. When it's cold, the vapor is easier to see. When it's cold and damp, even more so.

Because of the hot air outside, you can only see your breath only when it is cool outside and your breath is hotter than the air around you.

You can, if it is cold enough. Just walk into a walk-in freezer, or go where it is cold.
Seeing your breath is something that happens because of the moisture in your breath condenses out (like precipitation) when it is cold, as cold air does not hold as much moisture.
