Yes! Anything made of iron will rust. Steel has iron in it. Haven't you noticed all the yard thingies for sale that are made of rusty rebar? Rust is the oxidation of the carbon molecules in iron.

It most definitely will in almost any atmospheric conditions. If you are making anything decorative out of it I recommend spray painting it. If it will be used outdoors powdercoating is the best, it will last a very long time and always look good. Good luck!

YES...As soon as it is exposed to moisture outside. It will start to rust overnite........Rust is due to the iron content. The rust won't hurt using it as concrete re-enforcement regardless of how bad it is rusted.......
