As a hairdresser myself, i have spent little on hair cuts and at other times a small fortune.I used to work with Sasson trained people when i was a young assistant.
I usually do get a better cut when I spend more money but have been disappointed too.
I lately have worked in the "budget" type shops and was surprised at the quality of many of the hair cuts givin by my co-workers.Many have years of experience and do care about their work.Like myself they prefer to work in a budget sho p for the choice of work hours and days off you can have.
Unless you spend years in one shop,it is hard to have the days off that you want or the hours you need around your family.
Also in the budget shops, you can get a steady pay check where as in other shops you may have a busy week and then a slow one.It depends on the stylist you get.

It can and usually does. You are lucky that you got a great haircut for $15. Quality, trained sytlists in more expensive shops are up to date and have to follow standards. The Hair Cuttery types of places are not so qualified. It's all about what you need and expect. If $15 works for you, go for it but I wouldn't trust it personally. Even my husband who usually likes to spend little for hair cuts and color prefers a better salon.

Not necessarily. Some hairstylists take pride in their work and will give you a quality cut regardless of what they are being paid. Also, some are more skilled than others.
