It all depends of the use.

Tú as a subject pronoun does have an accent. Also as an object pronoun.
Tú eres su hermano.
Dijeron que tú fueras.

Tu chamarra. As a possessive adjective it doesn't have an accent.

Tú Ride accent when it is a personal pronoun and does not take it when it is a possessive adjective.

Ex:
Tú Eres Mi Hijo(You Are My Son) Personal Pronoun
¿Cuál Es Tu Nombre? (What's Your Name?) Possessive Adjective, You Are Saying That Something Is From Him.

I Hope This Helps You.

Blessings From Argentina.

in 'y tu', tu does have an accent over the u, if you're trying to say 'and you..' because tu with an accent means you
but in 'cual es tu nombre' there is no accent because in that case, tu means your, not you

Yes, when you are saying tu' as in "you" it has an accent, but when you are saying tu as in "your", it does not.

If 'tu' means 'you', it has an accent.
If 'tu' means 'yours' (like in the example), it does not.
