Anyone who meets these requirements.

D&C 20:37And again, by way of commandment to the church concerning the manner of baptism—All those who humble themselves before God, and desire to be baptized, and come forth with broken hearts and contrite spirits, and witness before the church that they have truly repented of all their sins, and are willing to take upon them the name of Jesus Christ, having a determination to serve him to the end, and truly manifest by their works that they have received of the Spirit of Christ unto the remission of their sins, shall be received by baptism into his church.

Anyone can be a Mormon. Of course, a person wanting to become a Mormon must commit to follow Mormon teachings and doctrine. But there is no restrictions preventing anyone from joining. They just need to have a contrite heart, a desire to serve God and Christ and accept and follow the doctrine.

Anyone who believes in Jesus Christ, develops a testimony of the truthfulness of the Book of Mormon, recognizes modern prophets, repents of their sins, and is willing to covenant to follow Christ and is at least 8 years old.

So, technically, there are no members of the Mormon church who are under the age of 8.

In the event that someone has killed someone or their life could be in jeopardy for converting (e.g. Muslims) they may require permission from higher leadership.

If someone has left the church, and prosecuted it, and then wishes to be re-baptized it can be more difficult.

I'm about to be baptized and I am...lets say "less than perfect"...so I turned from my ways and honestly, I've never been happier.

My friend who is gay is also getting baptized soon too...

Seems like anyone can be one.

Yes, but you need the desire to accept the religion, and the humility to accept Christ. Other then that, yeah.
