If this is for mass consumption, anything with "ice" in it will have a higher alc %. If taste is of no concern, Steele Reserve will hit ya pretty hard....
Many of the 40oz style beers are considered malt liquors (meaning 6% or higher). For example Old English, Hurricane, King Cobra, etc.
If this is for quality consumption, you can find many belgian and german styled beers. Belgian Trippels are upwards of 8-11%. German doppel bocks can range from 6-10%. There's even a german ice bock that is 16%. Getting the american or canadian microbrew versions will be cheaper than buying the authentic stuff.
Lots of the potent american IPAs will have a high alc %. You'll also find high alc % in Barley Wines.

Carlsberg Elephant Beer. Try it and you'll really like it. Has the taste of a good import but packs a wallop. Malt liquors taste like crap in my opinion.

If you are on a budget Steel Reserve is the ticket. At 8.1% it is sure to fit the bill for "strong". They are sold in 12 oz cans in 12 pack cases (at Wal-Mart) for $5.46
My favorite is Guiness. At $6.44 for a 4 pack, they are on the opposite end of budget beer. But the taste is just excellent. I like the tap cans. Creamy, matly and delicious foamy top that begs for a frosted glass.

The strongest I know of is Dogfish Head's 120 minute IPA 23% ABV. Also check out barleywines as mentioned or imperial stouts.

high gravity lagers have the highest alcohol content depending on what you state you live in -- 8.1%. some states require any beer to have a maximum alchohol content of 6%.
colt and st ides are up at like 8% too -- the alcohol content is on the label. if you are looking for cheap buzz try sisco -- 20% alcohol and its like koolaid for homeless winos.

I think anything German, like a Maybach ( I don't even know if I spelled that right) will have a higher alcohol content that regular beer.
