Well for starters the baptism of the Holy Spirit does not equal speaking in tongues.
Speaking in tongues is just one of the gifts of the spirit.
You can be baptised with the Holy Spirit and not speak in tongues.
Been baptised with the Holy Spirit simply means to have the Holy Spirit living inside of you.
And beliving that the Holy Spirit is guiding you along on your christian walk.
However to answer your question, the reason for the controversy is simple and clear.
People pick and choose what they want to belive in the bible. Alot of people do not belive the day of pentecost actually happend or they belive it was only for those on that day. They come up with all sorts of reasons to ignor certain scriptures.

The controversy has been over who the gift is for more than the gift itself. After Jesus rose from the tomb he confronted his apostiles and a host of others. At that time the Holy Spirit descended upon the gathering and they spoke in tongues, etc. many feel (including leading clergy) that this was an "old time" event and not meant for the "new church" era. The same applies for miracles. By the way, not all who receive the Holy Spirit are able to speak in tongues.

The controversy revolves around what exactly the gift is. There is more than one gift of the spirit. (Read 1 Corinthians 12-14). There are many gifts, but all the gifts comes from one spirit. Not everyone has the same gift. Here read this section in particular.
1 Corinthians 12:4-11
Now there are varieties of gifts, but the same Spirit; and there are varieties of services, but the same Lord; and there are varieties of activities, but it is the same God who activates all of them in everyone. To each is given the manifestation of the Spirit for the common good. To one is given through the Spirit the utterance of wisdom, and to another the utterance of knowledge according to the same Spirit, to another faith by the same Spirit, to another the working of miracles, to another prophecy, to another the discernment of spirits, to another various kinds of tongues. All these are activated by one and the same Spirit, who allots to each one individually just as the spirit chooses.
The controversy is over a few things.
1) People disagree that the baptism of the holy spirit is speaking in tongues. There are several occurences of people being saved in the book of Acts where they never speak in tongues. And, there is proof in the pasasge I just gave that it is a gift that is NOT given to everyone.
2) Some people believe that the gifts of the spirit like speaking in tongues have ceased and are no longer being used in the church.
3) As seen in the Corinthians church, the act of speaking in tongues is sometimes abused. It isn't to be abused because that is not what God ordains as orderly worship. (see the last part of 1 Corinthians 14)

baptism of the holy spirit does not necessarily mean that you will start speaking in tounges. The contreversy or the arguments are over whether you receive it when you are baptised and become a christian or later on in your christian walk.

being baptized in the Holy Spirit does not necessarily mean you will speak in tongues. I know many truly Spirit-filled believers that do not speak in tongues. Where in scripture does it say, ALL believers will speak in tongues? I know in the book of Acts the first believers spoke in tongues, but it does not follow that all will. I do, but before I did, I was filled with the Spirit.

When God speaks to people, he doesn't need to do it through gibberish...he gives people plain and clear words to use to witness to others....when people speak gibberish and someone else pretends to interpret it for the masses, they are doing nothing but bringing attention to themselves, and their Godliness...rather than bringing attention to God.
