Does the shop you got it at have other people working there? If the guy who did the tattoo was NOT the owner of the shop, then phone the owner. Be really nice about it, but just explain that your tattoo sucks. Most people don't want to lose customers, so they just might agree to have another person that works there fix it for free/at a discount, give you back some or all of your money, or something like that. But they aren't obliged, so you have to be nice and convincing and make them want to help you out.
If that doesn't work, then you probably have to just go somewhere else. It's unlikely you can complain to any sort of organisation unless he did something that was serious (like a health violation). Mildly bad quality probably isn't enough to get the attention of any organisation.
However, it's worth mentioning that white is a very tricky color on a tattoo. Even if it does show up at first, it's only slightly lighter than your regular skin color, and inevitably fades nearly completely away VERY quickly... you can never keep a white tattoo long anyways, so if the lack of white is the main issue you might want to just learn to live with it.

Any business can be reported to BBB but also report the to the Health Department (where they apply for the licenses).
Yes, they HAVE to do it for free...... Call speak with the owner and request that he/she does it (if they do) or someone else on a day that this gentleman will not be in. MAKE SURE REQUEST actually DEMAND that the gentleman which you paid the $75 to splits the payment with the person which will redo it!
Out of respect you should tip the guy which fixes it.
EVERYDAY you should take a pic of your tattoo.
If sounds like he didn't press hard enough and because of that your skin rejected ALL The ink. Sorry to say NO the tattoo will not get darker only much much lighter. :(
Make sure you call immediately - some place only allow a one week grace period for unsatisfied clients.
Good Luck
Side Note..... find out who their rivial tattoo parlor is..... because if you go to the rival one they may do it for half the price (or free) if you permit them to take a photo of the bad work and one after they fix it. ;-)

Most tattoo shops would offer to touch it up for free because they want you to be happy so they maintain their reputation. If you don't want the same artist to do it, ask that shop if another one of their artists will.
If you decide to go to a different tattoo shop, you definitely will be charged - it's a whole new tattoo to them, and not their artwork, so they have nothing to lose reputation-wise.
There are a number of reasons that could have caused the fading, including how heavy your artist's hand was, the type of ink used, the product you used during healing, and any exposure to UV rays or being submerged in water.
Unfortunately the BBB most likely won't be able to do anything to help. There aren't any regualtions surrounding tattoo shops, and the BBB mainly acts as a reference for clients looking for information.
And no, it will not get darker as it heals.

You could try talking with the owner of the shop. If he doesn't offer to do it for free, just walk out and forget about your seventy-five bucks (except when you feel like showing the tattoo and badmouthing the shop that did it). Save up $125 and seek out a better tattoo artist to fix it. It's going to be with you longer than a pair of shoes, so don't try to save money here--get the best.

You should have researched this guy and taken a look at his portfolio before you let him do anything to you. But now that its' already done, I'd seriously think about going back to the shop and asking the owner if another artist will touch-up as best as he can, the other ones' bad work.

Since you know the artist's quality, it wouldn't make much sense to go back to the same guy to get a touch-up. It would be free, but you'll end up with the same quality that you don't like to begin with. Research other artists and check out their work before seeing someone else. It may seem like you're wasting $75 on your tatoo, but it'll be worth it if you get what you want.

Any decent shop owner would re-do it for free.. I dont see why they wouldnt. Go in and ask to speak with the owner and explain your problem (or show them). I wouldnt threaten them with the BBB and then have them tattoo me out of fear of getting called.. I had one tattoo that faded really bad fast and I went back and they re-colored it for free... bottom line is go back and speak with the owner... good luck

If id' have gotten a tattoo as messed up as you've described yours, I wouldn't let the same tattooist anywhere near me again. What's to say they wont mess it up again if they retouch it? I'd go somewhere else (somewhere recommended) and pay them to fix it up. At the end of the day, it's going to be on your wrist forever, I think that's worth paying the extra for.
I assume you checked the shop out first? Checked the artists portfolio and such?

Wait maybe a week, usually the color will have gotten brighter by then if its going to. If not, go back to the shop and speak to someone telling them you're dissatisfied and would like it redone, possibly by someone else. Chances are they won't have a problem with that, and they'll probably speak to the guy who messed yours up, because he sounds like he doesn't know what he was doing.

it sounds like you got a crappy artist and that really isn't anybody else's fault but your own. also white isn't meant to be a stand alone color so it isn't at all surprising that it doesn't show up well. in order to be prominant it would have to be applied multiple times. you can go to the shop and complain and they will probably fix it for free but there are no guarantees. it really is important to chose a competent and amazingly talented artist to do any tattoo that you get.
