who has the right of way in a parking lot?

I was driving down a parking lot and no cars were pulling out once i got behind where this truck was he starts to back out.

I heard a little scratch but no big deal.
Was he wrong to keep pulling out?

Yes, he was wrong...going straight..on the right..already in lane of traffic

There are always those people who think rules are not made for them, just for others...and where I live, police cannot give tickets in the private parking lots..so it's watch out !
