My new little baby rat does his duty on me everytime I hold him... even though he doesn't seem to be afraid. Will he out grow this? I've never had a rat that did that before. they are usually so clean.

Male rats are harder to break of this habit than females are.
If he likes being held, the best way to get him to stop is to put him right back into the cage as soon as he does it. Leave him their for five to ten mins then take him back out.
If he still does it after a week or so, then you may not be able to break him.
Also, how much is he going? Is it just urine or fecies as well?
If it's just a small amount of urine then chances are he's marking. Males will typically leave a thin trail or urine to mark their territory. Alpha males in a pack will do it as well as a single male rat.
This is something that reallt cannot be fixed. Sometimes nutering them will stop it, but sometimes it doesnt.

I've noticed baby animals doing this. My rat did this at first but grew out of it pretty quickly. Best to hold it with a towel underneath for a while! But yes, he probably WILL grow out of it.

he could be an alpha rat. They usualy mark out their territory. I had a rat like this and as he got older he turned on the other rats and was really vicious towards them, but was fine with humans

If you handle him regularly he will grow out of it. I think the rats realize after a while that people don't like to be peed on, so they don't do it.

One of my friends, who has 8 pet rats, told me that when they pee on you they mean they love you.
Weather she is true or not, who knows.
