yes because of the fact that where you are born has little to do with where your loyalties lie. Where you live also has little to do with it. I dont see any reason against a non american (born) president.

Many Naturalized Citizens have made good, even exceptional Alderman, Judges, Mayors, etc. They seem to appreciate the Democratic process and the rule of Law better than most folks who were born here.
The one exception are the offices of President and Vice President who has to be qualified to take over if the President can't serve his full term. It was believed and still is, with good reason, that someone with that much power should not have divided loyalties. Being born a US citizen is no guarantee of national loyalty, but it reduces built in conflicts.
Oddly enough, none of the first 7 Presidents were born in the US. There having been no US at the time for them to have been in.
I notice that a lot of people seem to have missed the word "should" in your question. Let me underscore that my answer to that is YES. Naturalized Citizens should be integrated into the system as quickly as possible and are often more effective than the native born, because they feel they have something to prove.

According to the constitution a naturalized citizen can run for any office except the President of the USA. This is to prevent the massive influx of immigrants from any nation or region of the world being able to squeeze native born Americans out of the government. In the 1790 this was a real concern.

Because we are a tolerant nation of other cultures and backgrounds, this has a direct bearing on a person's attitudes. It's a known fact that like people favor each other.
If your country of origin is somewhere else, you probably grew up with people of similar backgrounds and English was your second language. Being naturalized generally means being educated here.It does not mean you chose to be a citizen, at least not from what I understand. I know Russians who came here as children and are now citizens. Their parents picked USA, not them. There would be a distinct conflict of interest if the Russian kid I know became president and we were facing off against the Russians. He still might have distant relatives there. His judgement might be altered because he feels a kinship with Russia, having been born there.

I don't believe that a naturalized citizens should be able to run for the presidency or the Senate. Those positions are just to important to allow someone with split loyalties to occupy them. Many naturalized citizens are more loyal to their country of origin than to the US, especially Mexicans and Chinese.
If a naturalized Mexican became president, he would tear down the border fence, legalize all illegal aliens, and allow easy access into the USA from Mexico. Come to think of it, all of the Dimocratic presidential candidates want to do that now!

The only office that only USA born can run for is of president and VP. When we were a young democracy the founding fathers were afraid if a person say from France became president his loyalty to France would override his allegiance to the USA, and we should be ruled by a foreign country

As others have stated, naturalized citizens can and do run for office but can't run for president. Look at Arnold Schwarchenegger (sp) - he is a naturalized citizen and he is a Governor but he cannot run for president.
Do I think naturalized citizens can be allowed to run for President? I am a naturalized citizen and 100% loyal to the U.S., however I can't say that for all naturalized citizens. Becoming a citizen doesn't guarantee loyalty. Yes, there are American born citizens who are not so loyal to the U.S. but you can usually weed them out.

They are allowed to run for any office in the country. Except President.
The Idea was to keep foreign ursurpers from having the highest office in America.
Unfortunatley, There are many natural born citizens now that want America to either fail or follow some other model rather than the model our Founding Fathers set for us.
So it probably doesn't matter that much anymore.
