I'd be thrown in jail, because I'd be operating my vehicle. I chose my vehicles based on how efficiently I could transport my family. Since I "save gasoline" every day over someone who bought the largest vehicle they could afford, I'm not about to let the gov't dictate when I can and can't drive.
Besides, the legislation would allow for so many loopholes that most everyone would get some sort of exemption. It's the American way, create a law to affect everyone, then butcher it until it's meaningless.

With the lack of good public transportation 8 mile to and from work about 4 hours walk each day. With out cars the freeways would be empty make riding my mountain bike easy. then it would only be 1/2 hour each way about the same time it takes me averaging 28 miles an hour with my 400 hp car.

because my town offers public transportation i would be able manage but i know that my parents, living in a very rural area and both being 60, would not. they have a 20 minute drive just to the commuter parking lot and my dad goes into work at 4am. there is no way he could walk or bike that. my mom gets to work for 7am and how would she manage grocery shopping?

I'm not just lucky to live three miles from where I work. I planned it that way.
I'm nearly 60, and have arthritis in both hips, but I ride an electric assist bicycle to work almost every day anyway.
Government enforcement is not as effective as individual initiative.
What can you do to help civilization?

it will never happen, the public transportation system doesn't exist outside of town, they're would be no way for businesses to transport their goods and not only could the public transit system not handle the volume but they wouldn't be allowed to run their buses as they should be classified the same our our private cars and trucks

I would ride the electric scooter. I only work about 3 miles from home. It goes 15 mph so it might take me a few extra minutes to get there.
