I don't think it'd be weird if a girl of ANY race asked a boy out.
... personally, I like it when gals make the first move (takes some of the pressure off of me, as a guy, being "forced" to always take the lead in social scenarios)

Any guy likes it when a girl makes the first move. It saves him the angst of wondering if she likes him, will she reject him, etc.
However, it can be a little awkward if she is too forward (i.e.: too "eager" or too desperate), or if you simply do not like her.
And, btw, it is annoying that Asian girls have this stereotype that everyone thinks that they are "submissive". Please. Get rid of that persecution complex. It is irritating. Since when has "gentle" and "respectful" meant the same thing as "weak"?
