Daniel 2:44 “And in the days of those kings the God of heaven will set up a kingdom that will never be brought to ruin. And the kingdom itself will not be passed on to any other people. It will crush and put an end to all these kingdoms, and it itself will stand to times indefinite;

Yes, it is a real ruling Government.

IN HIS famous Sermon on the Mount, Jesus Christ taught his followers the prayer commonly called the Our Father or the Lord’s Prayer. They have prayed to God: “Thy kingdom come.” (Matthew 6:10) When making that request, do you know what you are asking for?

Perhaps like most people you have said these words without giving much thought to their meaning. But since God’s Kingdom is a real government, what will happen to the present governments of the world when God’s Kingdom comes?

The Bible leaves us in no doubt as to the answer. In a prophecy that points forward to our day, the Bible says in Dan. 2:44 "in your comment" God’s Kingdom is going to destroy all present governments of the world. And when you pray, “Thy kingdom come,” you are praying for this to happen. Yet surely such a change is needed. Never in history has a human government been completely satisfactory. So what could be better than to have a perfect government by God replace all human governments!
Because Jehovah God is almighty, his Kingdom will satisfy the desires of all righteously inclined persons. What desires do you wish to see fulfilled? The end of war, hunger, injustice, poor housing, crime, sickness and even death? All these problems and others will be eliminated by God’s Kingdom.

“As regards the wicked,” it says, “they will be cut off from the very earth.” Yes, people then “will certainly build houses and have occupancy.” “God himself will be with them. And he will wipe out every tear from their eyes, and death will be no more.”

This scripture says it all. In Jehovah's system of things Christ will be our King and no one will run for office against him. It will stand for all time. His rule will be one that will not break down as man's governments do.

Kingdoms in the past were governments just as the term nations in years past mean countries today. We will be governed my Christ so God's Kingdom is a Government.

Jason, I believe that it`s far more than that. Unfortunately our minds can`t conceive the real idea of what God`s kingdom is like for it`s out of our earthly reality and understanding power, just like God himself. All you have already read in the Bible about it is just an attempting to make us have an idea, but certainly it`s far more than that.
A "ruling government", yes, but different from all you have ever seen or imagined. God won`t need ministers or counselors to tell him what will be going on for he knows everything, there won`t be problems for he will sanctify everything and everyone. I just dream of arriving there! Great point. You can see God ruling from heaven even during the great tribulation period in Dan 7:8-12 at which time He pours out His wrath on the antichrist, his armies and those who take the mark of the beast.
Dan 7:8 “While I was contemplating the horns, behold, another horn, a little one, came up among them, and three of the first horns were pulled out by the roots before it; and behold, this horn possessed eyes like the eyes of a man and a mouth uttering great boasts.
9    “I kept looking
Until thrones were set up,
And the Ancient of Days took His seat;
His vesture was like white snow
And the hair of His head like pure wool.
His throne was ablaze with flames,
Its wheels were a burning fire.
10 “A river of fire was flowing
And coming out from before Him;
Thousands upon thousands were attending Him,
And myriads upon myriads were standing before Him;
The court sat,
And the books were opened.
11 “Then I kept looking because of the sound of the boastful words which the horn was speaking; I kept looking until the beast was slain, and its body was destroyed and given to the burning fire. 12 “As for the rest of the beasts, their dominion was taken away, but an extension of life was granted to them for an appointed period of time.
Prov. 16:9 The mind of man plans his way,
But the LORD directs his steps.

It's not a "real" anything. In the quote you mention, it's basically part of "Daniel's" (i.e. one of the several anonymous authors who wrote under the name "Daniel") revenge-fantasy.
