Cable company after spending 30 mins on the phone will send someone out at my expense 80.00

No VCR or DVD player just an older TV (co-ax) going straight to the cable box. I have Direct TV

Call your cable guy.
Ask if he can come over and see whats the problem.
Don't just listen to his derections over the phone.

First question is do you have a vcr, dvd player or a cable box? If you have a vcr, the vcr has to be on channel 3 as well; even if it is turned off. If you have a dvd player make sure the tv is set to the correct output and finally if you have a cable box then the tv has to be on 3....most of the time. Some tv's will use channel 4 as their output but not many of them. If you have a smaller tv set you could test the cable line to make sure it is ok. What cable company do you have? I work in cable and have for over 8 years and have never charged a customer for a service call!

I would switch tvs to see what it looks like - check all cable connections you can see. If you have some kind of converter between the cable and receiver (or tv) - switch it out with someone else's you can borrow to see if it's that.
If it's a cable line problem only the technician can find (your trouble shooting cannot find/fix) you can always drop cable and have a satellite company like dish or directv install theirs for less than cost to fix cable which is probably giving you fewer channels for your money. I'd also get the $6/month maintenance plan from them which covers service calls for problems.
