In getting your tortillas to be just the right kind of crunchy, you need to be a little bit more patient than usual. Personally, I do not fry my tortillas - this is unhealthy. Place your tortillas on the "comal" or (if you do not have a "comal" (griddle)), you can always place them on a pan. When you start to see them shrink and become a little bit more solid, flip them over. Wait.... then flip them over again.... and eventually you will notice that the longer they stay, the crunchier they get. Just be careful not to burn them by leaving them on for too long, or by turning the fire up too high. I find that a gas stove works better with tortillas than an electric stove. Enjoy your tacos!

They are fried. You can buy a gadget in some stores to make them. It's like two wire taco shells that nest inside each other. Squeeze the handle, they separate. Put the tortilla between them. Release the handle, and they nest together with the tortilla between them. Put this in the hot oil and fry.

2 ways I can think of:
Fry them - start them in a fry pan with a little oil to warm them, and fold before the edges get stiff.
Bake them - warm them slightly, then fold them. Keep the fold in by hanging them over the grills in the oven.
