A rotary phone dials its pulses at about 10 pps (pulses per second) so a 1 would be about 1/10 second and a 0 would be about 1 second. I seem to remember it taking longer than that.

Rotary-Dial Phones were still the norm in my younger years. Depending on which number (digit) you were dialing on the rotary-dial of the phone, it could take anywhere from about 1 second to 3 seconds. The "0" digit would take the longest to dial as it was the last digit in the number-sequence, where you would have to rotate the dial in almost 1 complete circle to reach the dial-stop.

The further the number is away from the start, the longer it takes. Dialing a 1 takes about one second, but dialing a 9 would take like 3 seconds to finish.

Well, the 0 takes a lot longer than the 1 because of the greater number of pulses. As I recall, you can pulse about twice as fast as the rotary dial does it and still get the system to work. This page

It depends on what number you are dialing as 1 is closer than 0.
