(I'm not an english user, cut me some slack.)
I know foods and I can tell who is the best chef If I observe him cooking.

Then, If surgeons observe them operation, Then you guys can tell he (or she) is good or not? I hope you get what I meant.

You can make out the difference between a good surgeon, an average one and a bad one. It isn't easy to rank two good surgeons on the basis or a single operation. Some surgeons are better at some operations than others hence the need to specialize. Unfortunately some excellent surgeons (not all) can be very unpleasant people and to see them cursing at the nurses and assistants would give you the wrong impression. As a general rule a good surgeon is calm, knows what he is doing and can adapt to changing situations without getting upset. He also knows how to get the best from his assistants and scrub nurses without intimidating them.

i can tell who is a bad surgeon, an i can tell who is a very good surgeon.

can i tell who is "the best?"- not really.

the vast majority of surgeons are very good. they're competent and i would certainly let them operate on me. but i couldn't put a numerical order to them in terms of which one is better than the next.

Ask the nurses who work on the floors of the hospital where his patients recover. Ask them which surgeon's patients recover quickest with fewest complications. Nobody knows better than the nurses.
