It depends what number you are dialing. Each digit has the corresponding number of pulses when the dial returns. The digit 1 is one pulse, the digit 9 is nine pulses. The digit 0 is ten pulses. The dial is calibrated to provide 10 pulses per second. If you dialed seven 0's in a row it would be seventy seconds plus the time you wait between dialing each digit.

The "0" takes about 1 second for the dial to return, I still have a rotary phone so I just tried it,.

depends on the digit and how far it has to travel back to its original position. less than 5 seconds.
