The only countries that do not have some sort or form of law enforcement or jails are uninhabited. All inhabited lands have them, even if they are corrupt war-lords such as you have in South Africa where they kill their own for power.
The only place that does not? The Antarctic, the Galapagos Islands and places like that.

The countries on the nightly news where hundreds are murdered, kidnapped, tortured, terrorized in every imaginable way all the time? Those countries don't have police....
