Question

Whay should i do? The city of chicago gave me a tike vialotion because my temp plates are expired, but the diller where i bougth the car does not have my plates yet.

What can i do?

Dealer should have arranged to get you another temp tag (or you doing it yourself). Actually, the dealer does not get your plates, you do. You should get the title, or a copy if financed, and then you go register the vehicle. I would be asking the dealer what the hold-up on title is.
