Are you saying that she has to wait until she qualifies for Medicare at age 65? If you are working you can cover her under your plan. If you are retired then you are correct in that she has to wait until she turns 65 to be covered by Medicare. If you are low income she may qualify under a state plan or you may have to purchase a private plan. Check out local clinics that will provide service on a sliding scale.

OK, maybe you're not a native speaker of English, or maybe you just struggle with writing, but I think you've got to rewrite the question. Are you asking why someone you love has to wait for an urgently needed procedure or prescription because she has no insurance? This is the thing: we don't care if people get sick in America. They can just tough it out on their own. That's why we're the only developed nation without nationalized health care---becasue we're such a great country. However there are now tricks that can be done to help your wife get low cost health insurance, be declared disabled and get Medicare and get the surgery, buy low cost catastrophic health insurance to pay for it, go to a special free or cheap pharmacy at a community clinic, sign up for Medicare Part D (Prescriptions) join a low cost prescription insurance pool that doesn't cover anything except partly pay for prescriptions. If you want help getting the paperwork done properly, I'm a volunteer social worker. You can email me and I can help you find some half decent health care---butmaybe have someone else write me the email, you just tell them what you want it to say---I think I'll understand it better then.

You or your employer should have provided her with health insurance. The fact that she decided not to work herself is not relevant.
