In the floating tools menu (with the cursor, hand, scissors, etc.), click on the box with an "x" in it. Go to the section of the page where you want to place a photo, and "draw" the box that will be the "frame" for your photo. (When you're finished, it will be a box with an "X" in it, also.)

Now, go to File, and select Place. Locate the photo you want to "place" in that frame you just drew.

Right-click on the photo you placed, and select "Fitting >" from the menu, then left-click on options to help fit that photo in the frame.

(I'm using ID CS2; hope these instructions help.)

Put the Photo on your desktop.
Open InDesign and then drag the photo from the desktop to the opened program
Or go to File and OPEN and search for the place you have it stored and when you get there double click on the photo you want opened.
Either way works.
