Everyone who has contact with young children, from the age of 3 through third grade. This includes the children, but it also includes the parents, teachers, caregivers, and extended family! We all need to understand early childhood development to best support the development of the young children we have contact with.

Of course, in my opinion, we should all be life-long learners anyway. I have worked with young children for years and it's amazing how often they ask me a question I don't know the answer to, and how often they express a thought or idea or viewpoint I hadn't considered. Part of teaching them is teaching them how to find answers to their questions in books or on line or by asking an expert. And I always thank them for helping me to learn something new, and I tell them that nobody knows everything and we should all be learning new things all our lives!
