The Best Site probable is DVLA(SOM) but be careful, people think that if they buy a private registration mark that they own it but this is not the case. if you say buy another vehicle and inform DVLA that you have sold the one with the private mark on before you transfer it, then there is a possibility that you can lost the right to display the mark on you new vehicle, believe me a lot of people do this then get really P'd off that they lost the mark

Which ever one is selling the number you want.
However, many sell numbers that the DVLA will sell direct for less, so check the DVLA website (http://www.dvlaregistrations.co.uk/home/ ) first.
Also make sure if you use a dealer other than DVLA that the dealer is a member of the Cherished Number Dealers Association (CNDA, see:http://www.cnda.co.uk/ ).

This is the dvla website and shows all unused plates available to buy, they will be the cheapest, however rarer plates will only be held by dealers who will charge a lot more.
