Many people are chilly-willies nowadays, but your problem is common with people who spent much of their time outside. The airco in summer and central heating in summer keeps the indoors temperature constant no matter what the season or weather, and so many people spend most of their lives indoors... their bodies have forgotten how to properly adjust to a different temperature. So they'll think you will be cold; they would be and they can't understand how it's possible someone else does not. However, there are people who are more used to the cold, either because you do a lot of outdoor work or just because you have a higher metabolism. There's nothing wrong with that; any situation where you can normally wear shorts and a t-shirt should be okay in winter too. Just ignore the looks and if someone asks if you're not cold, say 'no, I'm fine, thank you'. 'Odd' in the sense of being part of a minority isn't 'wrong' or 'unacceptable', although there'll always be some people who think so... but I wouldn't bother with them, the world would be terribly boring if we were all the same.

You can wear what you want, but that doesn't mean that people wont look at you funny in 40 degree weather if you have on shorts and a T-shirt.
Perhaps you should try shorts, a polo with a sweater. That may help people to know that while this weather is cold, it's not that way for you, but yet you're dressed a bit more appropriately for the weather.

My hubby was, until recently, a semi driver. As long as the temperature wasn't below 30 degrees, he wore shorts. He may have bundled his upper half in sweatshirts, but he'd wear shorts. For some, it's just easier climbing in and out of their work vehicles without the restriction of longer pants. He never cared what anyone else thought about it.

It is acceptable if you live in a warm climate during the winter months. Wearing shorts in the winter when the temperature drops below 45 degrees is just plain stupid and unhealthy.

If you're in a very casual setting, wearing shorts is acceptable; but you're going to get odd looks (and perhaps even comments!) if you wear shorts outdoors in cold weather in winter. It isn't that you'll be doing anything socially wrong, but your behavior will be considered odd by some. :)

Yes it is. I worked at a school and seen kids in 20 degree weather wearing that kind of stuff. Yeah you get funny looks, but never mind about them. Just dress comfortably.

Do as you please...I've seen many people wearing shorts and t-shirts in winter. Yes, people will give you odd looks because in winter people dress warmly. They'll just think you're crazy...but who cares, go ahead and tell them why.

It's up to you what you wear. Your body may run warmer than most. Mine does.
40 to 50 degrees in winter is nice for here in the northeast. For us, that's when we break out the suntan lotion.
