first, change image color to grayscale
Click Image > Mode > Grayscale
click Ctrl + M to open the tool that make more lighter or darker the image
Second, make new file with size 300 x 300 px
& drag the grayscale image to this file
Third, make frame with Rectangular Marque Tool (click Ctrl + T to rotate the rectangular marque)
before add color to the frame, click Shift + Ctrl + I to make outside selection
Done. Hope this help

The frame is clipart they found somewhere and downloaded it as a jpeg frame and then they simply cut and pasted the picture inside of the frame.
