U need to find out the definition of whelmed first, i guess...lol. Whelmed itself isnt a state. And i'm not quite sure there's a word like underwhelmed.
Ok, seriously now...overwhemed is one word..."over" isnt qualifying "whelmed"...it is just one word- 'Overwhelmed'.

It's not possible to be "underwhelmed". But, in fact, it IS possible to be "whelmed". "Whelm", a word that has been out of use since around 1890, means "roll". (So "overwhelmed" literally means "rolled over" or "overturned")
