All new mom's and babies should be checked out by a Vet asap after whelping. Many problems (including the lack of milk initially) can happen. To be safe, have her checked. And, yes, if she isn't producing milk (or not enough milk) you can supplement the babies until she can handle it on her own. We use a formula called Esblac which your Vet or local pet store will carry.

That being said, one way to tell if the puppies are not getting milk is their behavior. Are they crying alot? After they nurse for a while, do they simply drop off and go to sleep? A hungry puppy will fuss and cry almost constantly. A full puppy will nurse and then snuggle up and sleep.

Is Mom cleaning up after them? Mom's must lick the puppies to stimulate urine and feces. If mom isn't doing this you will have to step in and do it for her. After they are full and drop off a nipple; you can use a cotton ball soaked in warm water to gently rub their butts and genitals. This will usually provide immediate relief for the puppy and he/she will either go back to nursing and/or drop of to sleep.

There is a lot of work in helping a new mom and a litter of puppies. Your vet should be able to talk you through it and offer helpful suggestions. Enjoy your litter and good luck.

Feed her a good diet, she will be wanting to eat more now that she is feeding a family.

If the pups are doing well and have full tummys don't fret too much about it. Keep her with the puppys. The more they nurse the greater her milk supply will get. If she truly was not making enough milk the puppies would be crying.

If the babies are getting weight and they are not crying from hunger, they probably eat. However, if you are not sure, you could give them some puppy formula milk, but consult your vet, because sometimes interfering wth nature is bad rather than helping (you ccould choke the babies or stop them from drinking their mother's milk).
