Having had several completely feral cats, I understand the problem.
It might help for you to use cat psychology in this instance. Rubbing your hands with catnip, getting her nifty toys that require the participation of both of you, gentle massage when she trusts you to touch her, that type of thing. Food bribery is also a useful tool. If you can discover what her favorite food is, she'll start seeking you out for that reward and you can maybe pet her then.
Even using these methods, there's no guarantee that your cat will ever come around. They're so individual, you know? Some people are just crabby hermits and that's also true for cats.

Outdoor cats are less affectionate, and much more independant. They aren't "companion" pets. If you want a fun lapcat that follows you from room to room just to be next to you, then you need to either keep the kitty inside permanently, or start over.
Cats live longer if they stay inside, and have less chance of getting parasites and diseases from other animals.

Always approach your cat slowly and gently. Fast loud people scare all cats. She sounds like she doesn't trust you.
Lock here inside with you in a small room. Sit on the floor and gently coax her and talk to her and call her to you. It will take hours, but if you do it every day, she will warm up to you eventually.

you could get a new cat, strays are harder to control than house cats. rewards and distraction seems to be a good starting point.
when you notice her wanting to venture out distract her, get her back inside reward her for staying. just leaving food out for her gives her free reign to do what she pleases.

get her fixed and keep her inside only! if she is only allowed inside than you can give her attention. also you might need to make her get to know you. try sitting with her, or put you and her in a small room and see how she reacts. if she comes up to you give her lots of love and attention. also giving her some wet food and while she is eating it, pet her. best of luck!

I think that if you start making her come in more and stay in at night maybe she will get used to it.Also toys seen to be good
