Actually, there should be no need, as public schools should be entirely secular in their curriculum and and policies, as a result of the establishment clause. For those who do not know, the establishment clause guarantees the separation of church and state.
With that said, I feel that atheism has become a religion unto itself, thus has no more business in a public school than does evangelical christianity. Public schools should be NEUTRAL on spiritual and religious matters.

Not that I know of... maybe privately owned schools that aren't religion based?
Personally I'd be afraid of a known "atheist school" being bombed or set fire to. At the vary least it would probably receive graffiti and bomb threats.
