When I look, especially for photographers, I pay attention to a few things. First, at an expo, more than ANYTHING be friendly, open, easy to talk to, and NOT aggressive. Have a mix of artsy and regular shots, and have both color and black and white. Display some "normal" brides and couples - most brides out their aren't supermodels for a reason, but that doesnt mean we dont want someone who can make us look great in our pictures. As a plus size, I want to know that my photographer knows how to photograph plus-sizes in a flattering way, and Im sure thats true of any different body type. Also make sure, if you can, that you include pictures of different kinds of couples - a mix of races and ethnicities, etc. will speak to a larger audience.
I, for one, dont need freebies to capture my attention, but I want someone that I know can serve my purpose and on my budget, but even more I want someone that makes me feel comfortable and like my input matters (even if it really doesnt! ;p)
Oh and make sure your business cards/whatever info you hand out has your website. Myself included, many modern brides want things they can find/do online.

HMmm well everyone loves free right? I think that if you had something to give out that would help future brides plan their weddings then you would be hitting the jackpot. I say this because If they are there they are likely planning their wedding themselves and need all the help they can get. If I went by a booth that had something helpful for my planning and it was being given away... I would definitely stop and take a look. Obviously whatever you choose to hand out should have you're advertising. Maybe you could put together a little wedding planning booklet... or a sample save the date magnet that has a photo on it that was taken by you.
Another great idea in my opinion is to offer to take a photograph of them (right then and there) and either email or mail it to them. Then you have their contact information so that you can do follow ups and they get a free professional photograph.
I don't know if these are realistic ideas but its all I have.

I would like to see extensive portfolios of your work along with eye-catching, large photos mounted on the booth walls. I particularly look for non-traditional shots; ones that say to me "this guy is creative, unique and worth my time to talk with further." I am really sick of standard wedding photos that show no creativity or a willingness to think outside the box.
I don't need magnets, freebies, flashing lights or food...just let your work speak for itself.

I love large sprayed and mounted candids. Those catch my eye right off, but they also scream "Very expensive photographer" You could offer "book before a certain date" discounts or free extras. I also look for a well dressed, articulate, good looking photographer...haha sorry ;)

A bold set-up. Use really eye-catching colors for your display (gets everyone's attention) and don't forget to put up some of your best work.

A raffle where you do NOT have to be present to win.
Business cards with a website and contact name/number/address.
The exhibitors waiting till I come up to them to say "hi" and give me their spiel.

a good variety of different types of pictures i guess.. different angles..
