How do I zoom in a picture and save it like that?do you guys know of a prgram that can do that?

If you saved your picture on to a pc, then windows picture viewer (media player) can edit photos and save them. I think most digital cameras also have this capability.

I am not sure quite what you are asking. Any photo editing program will allow you to select the centre of a picture and delete the rest, thus effectively 'zooming' in on the centre. Many programs also have a filter which gives the effect of what happens when you zoom a lens during exposure - i.e trails of colour leading to the centre.
