I think you mean 'maintain the same input signal level at all frequencies' while measuring the frequency response. It's because you want to measure the gain of the amplifier at different frequencies and you can't do that if the input signal level is constantly shifting.

An audio amplifier has to be pleasant for ears. Gain of an amplifier is not constant for waves of all frequencies. If the signal level is not maintained, for some frequecies, it may happen that the device may go into saturation & sound shall be distorted.
Conversely, if level is low, then a noise shall be injected.
Input impedence is generally very high, so if signal level is to be at certain level to reduce inputted noise getting amplified.
