First off , I am not an athiest , I follow the Bible and hold it as the source of the real truth about God.
On this basis I can tell you that the teaching of hell being a place of torture is simply not found in the Bible.
Correct rendering of the words used show it to just be the common grave of mankind.
Simply a place where dead bodies are put.- the ground.
'Hellfire' is taught as being a place full of demons and the wicked souls of people , a place where they go to be tortured forever.
This IS an ancient pagan teaching , and NOT Christian at all.
So called Christian religions often use this hellfire idea because they are following pagan teachings ,,, and not the truth according to what is written in the Bible.
So I am not able to answer your question because 'hell' as you see it doesn't exist.
Whether a person is either good or bad , God simply doesn't have any intention or desire on any level to persecute them if they don't wish to follow him.
If a person genuinely wants to serve God in the way that HE approves of , they must abandon all of these Satan inspired teachings , and the belief of 'hellfire' is just one of them.

I do not believe that God would do that. I've never heard of the 'sin of not-believing' God reveals himself to everybody differently. He knows the heart of man. But I think if one does know the truth and knows the truth is the truth THEN chooses to turn away from it, then I think he might be in trouble. You know intentionally being "bad" or "evil" But I don't think God hates or will torment those who don't know or are 'ignorant' or have doubts. He knows are troubles even in our unbelief.

I'm a little suprised with some of the other answers that sound like "tough! thats the way it goes!" I'm not at all in agreement with that. Jesus gave his life for sinners, not just the sinners who like him. and his last prayer was asking the father to forgive the very same sinners who hated and murdered him.

Fear is a terrible motivator for teaching love. Think about the words, 'All Merciful' and 'punishment.' How can the Creator forgive and punish at the same time? It makes sense to me that like sunlight shines equally for all, so Perfect Mercy is extended to all. Is there a list of unforgivable mistakes that tells us who goes to 'hell?' Does God only forgive some? See what your own free will decides, what makes the most sense to you. I feel the undoing of unreasoned fear is a worthy goal. Peace through courage......
edit: Okay, this bright light of a spirit below me has just said a mouthful! Lets take the fear out of Love's teachings!

i think it is the major misunderstanding of (most) Christianity, that Jesus meant to literally follow him-
that you must believe in him as the one and only "son of God",
and that this belief is what would "save" you from hell or an afterlife without God.
i think the major messages of Jesus have been hidden to many who don't see the deeper message.
i think he meant--
do as I do, strive to be loving and forgiving..and you will also enter the kingdom of heaven-
(which i also believe meant enlightenment on earth- the kingdom of heaven is all around you)
he was teaching the path to enlightenment, and many of the methods taught are not focused upon in the churches...
he speaks of bringing your attention to the moment- how important this is- & not to be attached to things- (all classic Buddhist teachings) it's all the same messages- said in different ways
~former Christian...now a non-denominational spiritual seeker of truth :-)
there is such beauty in all the world's religions, but there is also such ugliness and warped thinking.

The answer is, I don't know. The bible says that God's ways are not our ways. That means, I cannot know why He has determined not only the way to salvation (through repentance of sin and faith in His son), but also the consequence of rejection of Jesus Christ (hell). I have posed this question myself, to God. However, the answer has always been the same: He is God, I am not.
I have studied the bible, and come to know the character of God enough to trust that He is perfect in all His ways, even those I do not understand.

However, in order for free will to be a reality, there needs to be a definite choice. For free will without choice is an illusion. So God has made every effort to provide a free gift of salvation without any need to work for it. Just accept. If you choose not to accept, that is your own fault. Jesus illustrated free will when He warned...
“Enter by the narrow gate; for wide is the gate and broad is the way that leads to destruction, and there are many who go in by it. Because narrow is the gate and difficult is the way which leads to life, and there are few who find it." - Matthew 7:13-14
The gospel is simple, and everyone who hears it WILL know better. I have met children and special needs children that understand that God loves them, and they love God back. My daughter has known that Jesus died for her since she was 5.
Remember, we are going to be judged by how much revelation we have been given, and how much access we have been provided to seek and know the truth. Ignorance of the plan will be no excuse. Everyone who has access to a Bible will be without excuse on that day.
We can't just say, "Why doesn't God do it this way or that?" Can you think of a better way of designing DNA or the earth's eco system? God has an incredible plan, and it is detailed and it is perfect in scope and redemption. We can only see this plan faintly, but when we see Him face to face, it will become all clear, and God will be proven fully just and right in His judgments.

We can't truly comprehend God's plan and the why's and what's of hell. You have to believe that Jesus (his son) was the ultimate sacrifice for you. You have to believe that no matter what good actions you do or how good you think you are. God is the judge of that no one else.
