depends on situation.

if two people were studying and socialize at the same time and that phrase was said, then it means the speaker enjoys hanging out with this person. friendly and maybe more.

if two people were dating and that phrase was spoken, then the speaker means to want to continue on in this relationship and to take it further, more serious.

if the phrase was said in context to a break up then it means the speaker thinks the two cannot take it further on a sexual level but great at just being friends.
