Well, since the military is a co-ed fighting force, there will be women around. If you are stationed in the US, there will also be family memebers around and all the usual females you would meet off base. If you deployed to Iraq, there will be women but any form of intimate contact is exspressly forbidden...be it with other military members or female nationals. The miliary also has strict regulation on who you may be able to be involved with (if they are in your office, direct chain of command, officers). Getting involved with a married woman, even casually, can get you kicked out.
As for the license...if you have one, you may not even have to switch it over for the state the base is in. If you don't, you can get one but will be doing it just as if you were a civilian in that state...driver's ed, same time limits and requirements, same restrictions facing any new drivers. It is best to get your license...you will not be allowed to move off base in most places, even after you have the rank to qualify, if you don't have a driver's license. Some career fields require it as well. If you are going overseas, most bases will have a driver's ed program. You will be getting a license for the country and base you are in...that can be tougher than in the US in some places...and will be required to follow the host nation's rules when off base (for example, in Japan you must be 18 to get a license, so even though base kids can get a license at 16.5, they can't drive off base until age 18).

Women around the base. Oh ya. Best bet though is to get over to the nearest Air Force Base if your a Marine.
You can get a Drivers License where ever you go. I know I had one in NC and PA and Japan while I was in the Marines.
Just becareful of the women you pick up near base... They just might be you Gunny's Daughter.

Yes they will be there. Look into residency and such (talk to an older guy) because keeping your residency and license in your home state might be better w. taxes and such...... it depends. But of course if you want you may get a new license in your new posting.
Regarding women. Have fun but keep you eyes open even stateside. If you should have say a "mistake" you will then be a gravy train.
