Just about the majority of the banks charge you for using their ATMs and you're not a customer of theirs. It may be a convenience to you that you're getting money out of their machines, but it's not your bank's money.

For example: Back in the day, when purchasing gas, it was two different prices when paying with either cash or credit; and credit-bought gas was higher because the gas station had to pay the merchant's fee associated with the credit card, not so with cash.

But with the advent of the "cash or credit, same low price" gas stations, comes banks like Compass, Capital One and Washington Mutual Banks that will refund you other ATMs fees.

The bad news: Bank of America is going up on the fees it charges other banks' cutomers to get money, which means other banks that charge ATM fees will follow suit.

The bad news is that if you used your BofA card at a Citi ATM, Citi charged you 2 bucks AND BofA charged you 2 bucks for using an out of network ATM. To avoid these additional fees, always use your card at a BofA ATM, or get cash back from a store purchase (say, a pack of gum).

If you use Bank of America debit cards at Bank of America ATM's, there is no charge.

Actually, that is the case with most major banks. Use your own banks' ATM's as whenever you can.

If you use it at the B of A atms then no. But if you use other banks, the other bank determines the fee they charge. B of A charges other banks customers $3 to use their atm.
