In WI I know for a fact it depends on each individual County facility.

They are not supposed to be able to but there are ways to go about doing it so they can stay in contact. I.E. Send someone who isn't in jail the letter, then have then send the letter to the other friend who is in jail..And vice versa..I know that was how some of my friends did it..Just like some payphones in jail when you make a collect call will not allow you to do 3-way calls but there are some phones that will allow you to do them...It's hard to say about anything with our system anymore.. Also just to let you know a lot of that mail is read before it even gets to the inmate just to make sure that no letter is in any form contraband.. So make sure that you aren't caught sending a letter from one person to the other that can get you caught up in any BS So you can still write your friends..

thanks to my dahlin sons, i know the answer to this one. no they can't send mail to each other while locked up. what they do is send a letter to a friend or family and have them send it to their friend. another thing they do is to write really tiny on a piece of paper, roll it up, then pass it hand over hand, cell from cell, until it reaches their friend. but if they get caught doing that, yikes.. it's called 'contraband'. anything someone has or does while locked up is considered contraband. even having an extra blanket or something. weird.

They can Try but odds are the mail will get caught before they (the jailers) send it out. Or they will catch it on the way in.

Depends on their jail's policies. Some jails allow it, some don't.
